Medal is hung from a red ribbon with three thin white vertical stripes at each edge. The medal itself is bronze, with an eagle standing on a closed book and sword. The eagle's wings are spread and encircled by the words "EFFICIENCY / HONOR / FIDELITY". On the reverse of the medal is a five-pointed star and a scroll. The star and the scroll are between the words "FOR GOOD" and "CONDUCT" in the center of the medal. A wreath formed by a laurel branch on the left and an oak branch on the right surround the star and scroll. A straight pin with a sliding clasp secure the medal. Medal was originally mounted onto cardboard with dark blue felt frontside; cardboard is stored in same bag as medal.
