Certifies that Michaud was a part of Patrol Bombing Squadron 26 (VPB-26) when the squadron entered Tokyo Bay to accept the surrender of the Imperial Japanese government. VPB-26 subsequently became the first squadron to operate from Tokyo Bay during the occupation of Japan.
