Memorandum issued by Brigadier General E. M. Lewis, U.S. Army, to officers stationed in or visiting Paris, France, December 15, 1917. Men must not show signs of gaiety, festivity, or dissipation as it could be seen as shocking by locals who are in mourning or are anxious for loved ones at the front. Men must also not appear in public with women palpably of the half-world. Notes that this is the first time American troops have been on European territory.
