Caption on verso: "FEC-47-70698. 28 Jan 47. Defense attorney at IMTFE in Tokyo: Mr. Joseph Collins Howard, defense attorney representing Heitarō Kimura at the International Military Tribunal for the Far East, proposes a dismissal of the case against his defendant for lack of evidence, during the war crimes trials of the 26 alleged Japanese war criminals in the War Ministry Bldg., Tokyo, Japan. Mr. Howard, whose home is in Childress, Texas, began his law practice in 1935 and became county attorney and later county judge of Childress County, Texas. Mr. Howard served in France, Belgium and England on Gen. Burpee's staff in Hdqts. 2nd Military Railway Service; participated in five campaigns in the Eto, Normandy, Rhineland, Northern France, Central Germany, and the Ardennes, and was discharged with the rank of major in the Reserves. Photographer - Einhorn."
